The code which connects the iPhone 4S with cellular network resides inside the internal rom, which means that they will be able to use an exploit to get success in unlock process. According to MuscleNerd, who are interested on iPhone 4S unlock, should stay on iOS 5.0.
Unfortunately, the unlock (with ultrasn0w) will be available only for iPhone 4S, as iPhone 4 and iPhone 3GS are still more complicated.
